The name derives from a church in honor of Sant'Andrea placed on a nearby hill and from the Latin term "Pinna", that is a raised, pointed site. The town is located high up on a hill overlooking the valley below where the river flows Vomano, near the confluence of this with the stream Mavone and with a broad view towards Cermignano.
The center of the village is characterized by the predominantly nineteenth-century and modern building, where emerges the eighteenth-century (but probably sixteenth-century foundation) Chiesa Matrice, or parish church of Santa Maria del Soccorso, whose bell tower, very particular, has an angular belfry blunted. From the belvedere there is a very wide view of the Gran Sasso chain, emerging in the Corno Grande.
The Fonte Vecchia, with its medieval layout, is interesting. At the end of the inhabited center stands the Church of Santa Giusta, of ancient origin. In the Pilone area there is the Bosco comunale with its characteristic lakes and a splendid panoramic view. A pleasant stop in contact with nature is possible in the Castel Cerreto Nature Reserve.
It is located in the homonymous district, on the slope that slopes towards the Rio stream, between 400 and 700 meters above sea level. The name recalls the oak tree, which is the dominant element of a forest that also includes the black hornbeam, the maple, the Neapolitan maple, the laburnum, the white willow and the willow from baskets, the white poplar , the black poplar, as well as a fair number of shrubs including the juniper.
The artisan art certainly more exclusive is that of the manufacture of the abruzzese organ, the typical "ddù barrel", in addition to the processing of wrought iron and the manufacture of baskets in willow.
There are notable events in the area linked to the traditional folk culture, whose most famous survival is the popular dance of the Laccio d'amore, an ancient propitiatory dance that consists of six moments that recreate the various stages of courtship. The dance ends with the interweaving of the ribbons around the pole.
Annually, at the beginning of August, Penna Sant'Andrea hosts the International Folklore Meeting with the participation of colorful folk groups from the five continents. An opportunity to make known also the typical local gastronomy, with the Sagra della pagnotta casereccia.
According to archaeological findings, the territory was inhabited since the Iron Age, even if the origin of the current village dates back to the Middle Ages, between the eighth and the ninth century. At the end of the eighteenth century it was owned by the Monastery of San Vincenzo al Volturno and from 1446 owned by the Acquaviva family, while it actively participated in the Carboneria and the anti-French insurrection of 1814.
In the Murattian reaction some patriots fled to the Papal States, like Nicola de Bartolomeiis, Patrizio Pallotti, Giuseppangelo Sozii, Massimantonio and Andrea La Noce; others were executed by the ferocious Montigny, including the physician Filippo La Noce (1783-1814) and Bernardo De Michaelis (1789-1814). A rusty hook and a plaque, under the Porta Nuova, recall "... the foreign barbarity which, as a pious example, let the head of twenty-five years old Berardo De Michaelis hang, for 32 days, shot and beheaded in Penne on 25.7.1814, together with Filippo La Noce, guilty only of having sought the dignity of free men ... ".
